Section Order

Sections always appear in this order. Each section is separated by a horizontal rule. The report does not include a table of contents; structure is consistent so you can navigate by position.

Financial Data Table

The Financial Picture section includes a table with metric-value pairs. Typical fields: Annual Revenue, Annual Expenses, Operating Ratio, Surplus/Deficit, Reserve Fund Balance, Reserve Runway, Debt, Arrears, Insurance Premium, Special Levies, Per-Unit Exposure (when applicable). Fields may be omitted when data is not available.

Governance Table

Dimensions: Action Item Resolution, Meeting Attendance, Quorum Health, Response Time, Procurement Discipline, Financial Compliance, Conflict Density. Assessment values: Strong, Adequate, or Weak.

Dimension Ratings

Four dimensions: Financial Health, Property Condition, Governance, Overall. Status values vary by dimension; Overall matches the verdict. Each includes a one-sentence note.

Assessment and Flags

Assessment: PROCEED, NEGOTIATE, or CAUTION. Optional flags: UNDERFUNDED, LEGAL_EXPOSURE, INSURANCE_RISK, QUALITY_OVERRIDE, VERDICT_OVERRIDE_FUNDAMENTALS.

Output Formats

PDF (print-ready) and Markdown (plain-text). Both contain identical content. Use PDF for sharing; Markdown for programmatic access.
